Can we build a giant telescope on the moon and put buildings on the moon?
We can see through space because it is a void. If it is not a void, if there was an object blocking visible light, such as a planet, star, asteroid, we would not be able to see through it.
While today, we do not have the budget or technology to get to the moon to build a giant telescope and buildings on the moon, one day over the next two decades, United States, Russia, China or a joint effort between the three countries along with other international partners could start to construct buildings or telescopes on the moon.
Sure we can - but the money anwhy can we seed political backing are a looooooong way off.
The International Space Station is an example: Some people are actually thinking of letting it burn up on reentry in a few years! And how much money was (and is) being spent on that? It should be left up there and supported. Hell, this country can't even get to it any longer! Why? - Because some political clowns won't spend the money to build a Shuttle replacement! I'm not real excited about depending on Russia to get us to and from Space.
We can see through space because light is an electromagnetic wave, and EM waves do NOT require a medium through which to travel. why can we seeContrast that to mechanical waves (like sound or ocean waves) which DO require a medium.
Can we build a giant telescope on the Moon and put buildings up there? I believe we are physically capable of doing so, but economically...no. I don't believe we have the financial resources at this moment to put a city on the Moon. Perhaps some day!

2) Yes but it is cheaper to put telescopes and buildings in low earth orbit.
