I can't recall exactly what he did in that scene, did he physically track it's location? Make a call to it without the number? What?
As far as I remember, he pulls up in the car, sets up the portable satellite, and next thing he is on the phone with her and she is asking how he got the number.
I suspect the thing he was using doesn't exist, because:
1. It lacks the characteristic parabolic surface needed for a satellite dish.
2. There is no reason he would need a satellite dish in the first place.
3. He didn't seem to do anything that couldn't have been done with a normal antenna.
However, there may still be hope for you, depending on exactly why you asked the question...
=====If triangulation is what you intend to do=====
First, he wasn't doing any triangulating at all. Triangulating a cell phone means using the signal from three receivers simultaneously to pinpoint the physical location of the cell phone. Since he only had one receiver, and already knew she was in the white house anywex tracksay, I doubt that is what he was doing.
If triangulating is what you want to do, any kind of receiver will work, as long as you have three of them. Lock onto the signal with all three of them, determine the distance from each based on signal power, and then use mathematics to triangulate position based on that info (There is probably software that can do this for you).

=====Pirate signal=====
This is the only thing I can imagine him actually doing in the movie: broadcasting a signal directly to her cell phone to avoid the signal going through a cell carrier (although I can't imagine why he would do this).
If you are trying to broadcast your own pirate cell carrier signal, then once again any type of satellite, directional antenna, or plain antenna will work, assuming you know enough cell protocols to make the target phone accept the call. Be aware that this is probably illegal.
=====If all you want is a cool looking folding satellite dish=====
Then I believe your best bet would be to make one yourself. Basically all it involves is positioning a transceiver (the thing at the end of the arm on normex tracksal dishes) above a parabolic surface made of a material that reflects microwaves.
If I were trying to do it, I would try things like:
-A metal colander, or something with a similar folding mechanism.
-An umbrella assembly with a flexible metal mesh replacing the cloth.
I suggest researching the materials real satellite dishes are made out of, to determine what would work for reflecting the microwaves. would be a good place to start.
Either that, or contact some industrial prototyping service or designer, and ask the best way to create a folding parabolic surface (this is the option that will probably cost a lot of money).
Yet another option is a recent project the US military has undertaken to create a satellite dish that literally inflates: A balloon with a parabola stretched inside it. Be aware that even if you can get one, they cost a heck of a lot of money.
Sorry, it was just a movie. You can do anything in a movie. It has no bearing on what can be done or is available in real life. And satellite dish would be very inefficient in triangulating a transmitter due to is't narrow beam width.
